Uttar Pradesh is preparing to launch FASTPAS, a new online system designed to simplify and speed up building plan approvals across the state. The platform has been tested over the past two months and is expected to go live in about a month. It replaces the older OBPAS system and offers larger file uploads, better GIS-based tools, and integrated access to multiple clearance authorities. The system is being fully developed with state funds, giving the government full control over data. FASTPAS also supports features linked to the state's updated building bylaws.

The Uttar Pradesh government is introducing FASTPAS, a new online platform aimed at improving the building plan approval process. This development follows the implementation of the state's new building bylaws introduced a few months ago, which required a more efficient and updated approval framework.


Testing of FASTPAS has been underway for the last two months, and officials stated that the results have been positive. Based on the progress so far, the platform is expected to be launched within the next month. The system will replace the earlier OBPAS portal, which was developed through a public-private model. Since FASTPAS is being fully funded by the state, the government will retain full ownership and control of the data, addressing earlier concerns linked to data management.

The platform includes several improvements over OBPAS, such as the ability to upload larger blueprint files and use detailed GIS-based maps, zonal plans, logistics information, and transport plans. These tools are expected to help authorities conduct more accurate reviews and reduce delays in processing. In addition, FASTPAS is designed to operate as a single-window system, allowing applicants to obtain internal and external clearances and required NOCs through one interface instead of multiple departments.

The introduction of FASTPAS also aligns with provisions in the new building bylaws, which allow applicants to seek additional floor area ratio (FAR), compensatory FAR, and certain land-use changes. A more structured online system is expected to help process such requests smoothly.

Previous issues in the approval system have influenced the design of FASTPAS. When OBPAS was launched in 2019, it was managed by a private IT firm, leading to limited government control over the database. There were also concerns regarding fraudulent approvals. A few years ago, several building plans were reported to have been cleared using the names of unverified or fake architects, highlighting gaps in verification and submission processes.

To address these risks, FASTPAS will require architects to confirm that their submitted plans follow existing building laws. Aadhaar authentication has also been made mandatory for applicants on the new portal, which is expected to reduce impersonation and unauthorised submissions.

The system comes at a time when the state has been reinforcing a risk-based approach in building regulations. Under the latest bylaws, low- and medium-risk buildings can be submitted through a self-certification route, while high-risk structures require additional scrutiny. FASTPAS has been structured to support these classifications, making the submission and review process more organised.

The housing department noted that in the last financial year, over 15,500 building plans were approved across various development authorities and the UP Housing Board. With the new system, the government expects an improvement in both the volume and efficiency of approvals.
