Panaji Smart City to begin INR 97 lakh study on core infrastructure and heritage zone

Imagine Panaji Smart City Development Ltd (IPSCDL) is preparing to hire a consultant for an INR 97 lakh study that will examine the city's central business district and key heritage areas. The assessment will cover roads, drains, water systems, structural conditions, heritage buildings, and traffic patterns. It will also include drone mapping, 3D modelling, engineering designs, and cost estimates for future works. The study is funded under the Special Assistance to States for Capital Investment (2025-26) scheme and is expected to guide upcoming revitalisation efforts in Panaji's core zone.

Imagine Panaji Smart City Development Ltd (IPSCDL) has moved ahead with plans to undertake a detailed study valued at about INR 97 lakh to evaluate Panaji's core-area infrastructure and heritage structures. The project is supported under the Special Assistance to States for Capital Investment (2025-26) scheme. The tender for this consultancy was floated recently, and the last date for bid submission had passed in the past week. The contract estimate was set at INR 96.84 lakh.


The study will cover a wide range of public infrastructure. It will include a condition assessment of major and internal roads, measurements, checks on pavement strength, and identification of stretches that require resurfacing. The consultant will also examine the state of underground drains, their carrying capacity, leakages, blockages, and structural stability. In addition, the evaluation will look at water supply lines, water pressure issues, and network efficiency to identify repairs and upgrades needed.

A major component of the study concerns heritage structures in Panaji's historic core, including the Latin Quarter of Fontainhas, which is recognised internationally for its Portuguese-era architecture. The consultant will document heritage buildings, analyse their structural condition, and indicate which structures need preservation or restoration. The study aims to offer a clear picture of which parts of the precinct require immediate attention.

The project will also include drone surveys of the core area, traffic movement studies, parking pattern analysis, and mapping of pedestrian and vehicle flow. The findings will feed into 3D modelling, detailed engineering reports, and proposed intervention plans. IPSCDL expects the consultant to prepare construction drawings, technical specifications, and cost estimates for future civil works.

Along with this assignment, Panaji has been progressing with broader smart city initiatives. A series of urban mapping and topographical surveys have already been completed to build an updated database of drains, utilities, and street infrastructure. IPSCDL has reported completion of 42 smart city projects earlier this year, with several more still being executed.
