Bihar launches Bhumi Sudhar Samvad to resolve land disputes and improve transparency

Bihar has introduced Bhumi Sudhar Samvad, a government initiative to speed up resolution of land disputes and enhance transparency in land records. Citizens can now present land documents for verification and correction by officials. A special monitoring team, Udan Dasta, will check for fraudulent activities in land transactions. The state has received about 46 lakh applications, resolving nearly 12 lakh cases so far. The government will also run a campaign in March to remove encroachments on state land, while officials involved in irregularities will face strict action.

The Bihar government has recently rolled out Bhumi Sudhar Samvad, aiming to simplify land dispute resolution and ensure accurate documentation for citizens. The programme allows individuals to submit land records directly to officials, who review and correct errors related to ownership, mutation, or other discrepancies. It was inaugurated earlier this week, starting with sessions in Patna, and will expand to districts including Lakhisarai, Nalanda, and Gaya.


Revenue and Land Reforms Minister Vijay Kumar Sinha explained that the initiative is part of a wider effort to make land administration more effective and citizen-friendly. Officials have already processed around 46 lakh applications related to land disputes, of which nearly 12 lakh have been resolved and updated on the official portals. This step is expected to reduce the burden on courts and help citizens get faster resolutions.

A core feature of the programme is the establishment of Udan Dasta, a special monitoring team responsible for preventing fraud and irregularities in land transactions. This team works alongside revenue officials to check land records, verify documents, and identify suspicious cases. The government has also emphasised strict timelines for processing mutation requests and discouraging arbitrary rejections.

In addition, the administration has announced a campaign in March to identify and remove encroachments on state-owned land. Individuals occupying government land illegally will face strict action, and those providing verified information about encroachments may receive rewards. Officials found colluding with land mafias or indulging in corrupt practices will face disciplinary measures.

Bihar's initiative builds on earlier reforms that included digitisation of land records and the creation of portals allowing citizens to check property details online. This long-term approach aims to make land administration more transparent, reduce disputes, and ensure accurate property ownership records, ultimately strengthening trust in the state's land governance system.
