BMC fines GMLR flyover contractor INR 2.09 crore after nearly one-year delay

Synopsis

The BMC has fined contractor S P Singla INR 2.09 crore for delaying Phase 3 of the GMLR flyover. Completion at Goregaon is now expected in May 2026, while only one arm of the Mulund side is scheduled to open by May 31, 2026, with the rest following later. Delays are mainly due to utility relocations and encroachments. Work continues with most pillars erected on the Goregaon side. Local representatives have highlighted safety concerns, inadequate housekeeping, and construction debris, urging better monitoring and stricter accountability.

The Brihanmumbai Municipal Corporation (BMC) has imposed a penalty of INR 2.09 crore on contractor S P Singla due to delays in completing Phase 3 of the Goregaon-Mulund Link Road (GMLR) flyover project. The west-bound flyover at the Goregaon end, initially scheduled for completion in July 2025, is now expected to be ready only by May 2026. On the Mulund side, one arm of the six?lane flyover is set to open by May 31, 2026, while the remaining sections will take a few more months.


Delays on the Mulund side are linked to challenges around existing utilities, water pipelines, and encroachments near the Sonapur junction. BMC's Additional Municipal Commissioner (Projects), Abhijeet Bangar, indicated that further penalties would be imposed if the contractor fails to accelerate work and adhere to deadlines.

Currently, 27 of the 31 required pillars on the Goregaon side have been erected, with work on the remaining four pillars still in progress. Upon completion, the flyover will feature a 24.2 metre-wide carriageway, elevated decks on both sides, two foot over bridges, and a rotary connecting multiple arms. The vehicular underpass at Mulund is already operational, easing traffic in the area.
