The Odisha government has instructed district collectors to speed up the allocation of house-sites to landless families eligible under rural housing schemes. The direction follows a review where hundreds of sanctioned beneficiaries under PMAY-G and PM-JANMAN were found waiting for land. Data from the 2024 Awaas+ survey identified around 2.01 lakh landless households in the state, highlighting the urgency. The government has also asked block and revenue officials to continue mandatory monthly meetings to clear pending cases. The focus is on beginning site allotments even as fresh house sanctions are awaited.
The Odisha government has asked all district collectors to give immediate priority to landless families who are awaiting site allotment under rural housing schemes. The instruction came from the Secretary of the Panchayati Raj and Drinking Water Department, who directed officials to ensure that beneficiaries without land are allotted sites before processing other categories.
The state had previously asked block development officers and local tahsildars to hold monthly coordination meetings on the first Saturday of each month to review pending cases. These meetings were introduced to resolve delays in identifying suitable land parcels and completing paperwork for rural housing beneficiaries.
Despite ongoing reviews, many sanctioned households continue to remain without house-sites. In 11 districts, 871 beneficiaries approved under the Pradhan Mantri Awaas Yojana-Gramin are still awaiting land. Additionally, 50 sanctioned households under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan in districts such as Deogarh, Dhenkanal and Mayurbhanj have not yet received their sites.
The issue is significant because the 2024 Awaas+ survey identified nearly 2.01 lakh landless households from about 37.9 lakh surveyed families across the state. This data has become the key reference point for planning future housing support.
Officials have noted that fresh house sanctions for newly identified beneficiaries will begin only after orders from the Ministry of Rural Development. However, they have clarified that land allotment for existing landless beneficiaries should proceed without delay. The government views timely site allocation as essential to ensure that sanctioned houses can move to the construction stage once approvals are released.
