Karnataka to issue digital e-Khatas to 6.5 lakh property owners under e-Swathu drive

Synopsis

The Karnataka government has launched a large-scale e-Khata regularisation drive under the e-Swathu initiative, covering 6.5 lakh properties across Bengaluru's urban, rural, and south districts. The drive aims to digitise property records, formalise ownership, and facilitate transactions, including registration and bank loans. With over 1.5 crore property records in the state, the initiative seeks to expand the property tax base, enhance market confidence, and boost liquidity in peri-urban areas. It builds on earlier measures, including issuing B-Khatas for unauthorised rural properties.

The Karnataka government has begun issuing digital e-Khatas to around 6.5 lakh property owners in Bengaluru, spanning urban, rural, and south districts. The drive covers approximately 2.8 lakh properties in Bengaluru urban areas and 1.8 lakh each in rural and south districts, aiming to bring unauthorised or unrecorded properties into formal documentation.


This initiative, part of the broader e-Swathu digitisation programme, allows property owners to obtain formal recognition, helping with ownership transfers, legal documentation, and access to civic services. It also enables securing bank loans against properties and reduces disputes over property legality.

Officials from the Rural Development and Panchayat Raj (RDPR) Department stated that Karnataka manages around 1.5 crore property records, with over 97 lakh already digitised. These records form the basis for issuing e-Khatas across the state, making this one of the most extensive rural property documentation drives undertaken in Karnataka.

In Bengaluru Urban, about 8.2 lakh properties already have e-Khatas, while 2.7 lakh additional properties have been listed for regularisation. The initiative is expected to expand the property tax base, increasing gram panchayat revenue collections and improving transparency in property transactions.

Earlier this year, the government announced plans to issue B-Khatas for unauthorised rural properties, aiming to bring nearly 95 lakh properties under the e-Swathu digital property record system. The rollout has progressed steadily, with authorities ensuring that gram panchayats facilitate online tax payments and raise awareness among residents about the benefits of digital e-Khatas.
