The Greater Bengaluru Authority (GBA) is creating detailed ward-level climate action plans to address local environmental issues and support the city's goal of net-zero emissions by 2050. The Climate Action Cell (CAC) is leading the initiative, selecting ten wards across the city's five municipal corporations to develop tailored interventions. Each ward will have a specific plan identifying key challenges, mitigation steps, and prioritized actions. Environmental experts have welcomed the effort but stressed focusing on high-impact measures such as low-emission zones, bus priority lanes, and mapping the city's green-blue cover to strengthen Bengaluru's climate resilience.

The Greater Bengaluru Authority (GBA) is advancing its climate strategy by preparing ward-level climate action plans aimed at reducing emissions and addressing localized environmental challenges. The initiative falls under the Bengaluru Climate Action and Resilience Plan (BCAP), launched in 2023 by the Bruhat Bengaluru Mahanagara Palike (BBMP) to help the city achieve net-zero emissions and fulfill its C40 Cities commitment.


The Climate Action Cell (CAC), formed as part of BCAP, is spearheading the preparation of these plans. Under the project, ten wards across Bengaluru's five municipal corporations have been shortlisted for detailed study. For each ward, an individual Ward Climate Action Plan (WCAP) will provide a clear picture of existing environmental conditions, highlight pressing challenges, and propose actionable interventions. The plans will include a prioritized list of measures to ensure effective implementation and measurable outcomes.

To oversee the development of these WCAPs, the CAC is forming a dedicated working group. This group will provide technical and sector-specific expertise, deploy analytical tools, engage local stakeholders, and collaborate with knowledge partners. It will also curate the framework for the reports and monitor the quality and timely completion of all ten ward plans, targeted for delivery by January 2026.

The working group will coordinate closely with CAC fellows, reviewing progress at regular intervals and reporting back to the Climate Action Cell to maintain accountability. A structural matrix has been proposed to clearly define responsibilities, align ward-level actions with broader objectives, and establish robust monitoring mechanisms.

Environmentalists and city-based experts have welcomed the initiative but have emphasized the need for a sharper focus on high-impact measures.
