Illegal properties in Bengaluru to be regularised under e-Swathu drive

Synopsis

Earlier this week, the Karnataka government announced that approximately 650,000 unauthorised properties across gram panchayats in and around Bengaluru will be eligible for digital e-khata documentation under the e-Swathu initiative. The move aims to bring over 9.5 million such properties statewide into the tax net, enabling owners to complete registrations and secure bank loans. It is also expected to significantly enhance property-tax collection for local panchayats and boost transparency in real-estate records.

Owners of around 650,000 unauthorised properties in gram panchayats within the Bengaluru Urban, Bengaluru Rural and Bengaluru South districts will now qualify for e-khatas under the e-Swathu initiative, which seeks to legalise more than 9.5 million properties across Karnataka. According to data from the State Rural Development and Panchayat Raj (RDPR) department, roughly 280,000 properties in Bengaluru Urban, 180,000 in Bengaluru Rural and 180,000 in Bengaluru South fall within the eligibility criteria for this drive.


In Bengaluru Urban district alone there are approximately 820,000 properties; of these, around 540,000 already hold e-khatas, while about 277,317 have been earmarked for regularisation under the scheme. In Bengaluru Rural-which covers the north-east, north and north-west fringes of the city-over 400,000 properties exist and about 220,000 already have e-khatas, leaving roughly 180,000 eligible for documentation. Meanwhile, in Bengaluru South district, of the more than 340,000 properties, fewer than 150,000 presently hold e-khatas.

The government has mandated the e-khata for property transactions including registration, as well as for availing bank loans against the property.

The initiative will also issue B-khatas as one-time relief for unauthorised properties. Beyond benefiting property owners, the scheme is expected to significantly enhance tax collections by gram panchayats - tax collected in the previous financial year amounted to INR 1,272 crore, and the drive is projected to boost this to at least INR 2,000 crore.

By addressing the backlog of properties lacking e-khatas, the initiative not only empowers owners to register deeds and secure loans, but also significantly expands the tax base for rural local bodies. If implemented effectively, the scheme could bring greater transparency and credibility to the real-estate sector while enhancing revenue streams for gram panchayats across the region.
