Chandigarh to establish additional sites for construction and demolition waste disposal

Synopsis

The Chandigarh Municipal Corporation (CMC) has decided to develop 17 additional locations across the city for construction and demolition (C&D) waste disposal. This move follows growing concerns that the existing 20 collection points are insufficient to handle the increasing waste from ongoing infrastructure and private construction activities. The civic body's Building & Road (B&R) wing has started identifying new sites, with proposals to be submitted to the urban-planning department for final approval. An agency has already been engaged to execute the work, though progress is currently hindered due to delays in site allocation.

In response to the rising generation of construction and demolition waste in the city, the Chandigarh Municipal Corporation has taken a proactive step towards expanding its waste-disposal infrastructure. At present, around 20 C&D-waste collection sites are operational under the Corporation's management. However, officials have acknowledged that these existing locations are inadequate to accommodate the increasing volume of waste being produced by both public and private development projects. Consequently, the civic body has resolved to set up 17 new disposal points across different wards of Chandigarh to ensure more comprehensive waste-management coverage.


The B&R wing of the Corporation has been tasked with identifying suitable plots of land in each ward for the establishment of the new collection sites. Once identified, these proposals will be forwarded to the urban-planning department for final approval. The civic administration has already awarded the construction contract to an agency through the tender process, and preliminary work has commenced. The agency, in its recent communication to municipal engineers, stated that approximately 40 per cent of the work has already been completed. However, it also conveyed that further progress has been delayed owing to the non-allocation of certain sites required to continue construction.

The agency has urged the relevant engineering officials to expedite the process of site allocation and to provide the necessary access to the remaining locations. It has also asked officials to share detailed updates on the status of works in their respective areas, requesting that the issue be treated as a priority for prompt review by senior authorities.

According to municipal sources, Chandigarh comprises 35 wards, and the Corporation aims to establish at least one C&D-waste collection point in each ward. The decision is intended to curb instances of unauthorised dumping and to streamline the collection and disposal of debris from construction and renovation projects. By decentralising the waste-collection network, the civic body hopes to make disposal facilities more accessible to residents and contractors, thereby improving compliance and reducing the burden on the existing sites.

Officials believe that once all new sites become operational, the city will be able to manage its construction waste more efficiently, leading to a cleaner and better-organised urban environment. The move is also aligned with broader sustainability goals under the Solid Waste Management Rules and Smart City objectives, both of which emphasise the segregation and responsible treatment of debris generated from construction activity.
