Rajasthan agency opens 6,000 industrial plots for direct allotment

Synopsis

The Rajasthan State Industrial Development and Investment Corporation Ltd. (RIICO) launched the sixth phase of its direct allotment scheme, offering about 6,000 industrial plots across nearly 100 industrial areas in the state. The scheme is available to investors who signed memoranda of understanding under the Rising Rajasthan summit. It includes dedicated reservations for SC/ST entrepreneurs, women, ex-servicemen and persons with disabilities. For plots up to 50,000 sq m, direct allotment applies if there's a single applicant, while contested lots go to lottery; larger plots are allotted based on eligibility and land-requirement.

The Rajasthan government-owned RIICO has initiated the sixth phase of its direct land-allotment policy. Under this round, around 6,000 industrial plots are being offered across approximately 100 designated industrial areas in the state. The scheme is accessible to investors who had earlier signed MoUs during the Rising Rajasthan Global Investment Summit.


A key feature of this phase is the reservation of land for specific beneficiary categories: entrepreneurs from SC/ST backgrounds, women entrepreneurs, ex-servicemen and persons with disabilities will receive dedicated allocation.

The allotment process for this phase is clearly structured. For plots up to 50,000 sq metres, if there is only one applicant for a given plot, it will be allotted directly. If more than one applicant applies for the same plot, then an electronic lottery will determine the allotment. For plots larger than 50,000 sq metres, allotment will depend on the applicant's eligibility and land-requirement rather than simply being first-come or lottery. Applicants must submit 5 % of the total premium as earnest money deposit (EMD) along with their online application.

RIICO has emphasised that the allotment must be made in the same name as in the MoU signed by the investor. Applicants are being urged to ensure that online registration details correctly match the name under which the MoU was executed, so as to avoid any issues in final allocation.

Looking back to previous phases: In the fifth phase, only 322 applications were received for 224 plots. Across preceding rounds, RIICO received 1,450 applications for 990 plots, eventually allotting 707 plots and processing another 213. This comparatively low uptake underscores the challenge of matching investor interest with available land.

Historically, RIICO has developed hundreds of industrial areas across the state. It has acquired over 95,000 acres and established 429 industrial areas so far. The agency has catalysed investments of nearly INR 98,650 million and supported more than 42,422 industrial units in production.

By switching from traditional land auctions to direct allotment (for MoU-signing investors), the agency is seeking to simplify the process, reduce delays and provide a more transparent path for industrial land access. The current large-scale offering of 6,000 plots with inclusive reservation categories marks a major push to accelerate industrial infrastructure absorption in Rajasthan.
