Officials in Jammu have issued a directive requiring landlords, property owners and commercial establishment heads to submit details of tenants, paying-guests and employees to the local police within seven days. The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) by Rakesh Minhas, the District Magistrate, follows a report from the Senior Superintendent of Police calling for enhanced verification. It also reinstates the tradition of the bi-annual Darbar Move of government offices from Srinagar to Jammu. Every police station in the district has been asked to maintain separate registers, and any non-compliance may lead to legal consequences under Section 223 of the Bharatiya Nyaya Sanhita (BNS).
In Jammu, the local administration has mandated that all landlords, property owners and business operators must declare the particulars of their tenants, domestic workers and other employees to the relevant local police station within seven days of the order. The directive was issued by District Magistrate Rakesh Minhas under Section 163 of the BNSS, in response to a police report that underscored the need for verification of tenants and workers.
The requirement covers both existing tenancy and employment arrangements as well as any new ones made after the order. Those who had already let out premises or engaged employees before the order must submit the particulars by November 6, while future agreements must be reported within seven days of the start. The declaration form must be signed by both the property owner (or establishment head) and the tenant/employee, and can be submitted either in person or via registered post to the Station House Officer (SHO).
Each police station in the Jammu district has been instructed to maintain a separate register to record tenant and employee verification entries. The order explicitly states that the letting or sub-letting of property, as well as the hiring of workers including those engaged through contractors are covered under this mandate. Any violation of the directive may result in action under Section 223 of the BNS.
The timing of this directive coincides with the upcoming move of government offices to Jammu under the Darbar Move practice, which involves shifting offices from the summer capital, Srinagar, to the winter capital, Jammu. The tradition had been discontinued in 2021 but was reinstated this year.
Authorities say the measure aims to plug security gaps by ensuring that local police have up-to-date records of who resides in or works at properties in Jammu ahead of the administrative transition.
