Synopsis

The Uttar Pradesh government has mandated rapid development of an airport, railway station and a multimodal logistics park within the Bundelkhand Industrial Development Authority (BIDA) zone, signalling a major push to transform the region into a manufacturing and logistics hub. Land acquisition measures have been tightened 56,662 acres have been approved, of which 22,028 acres are already acquired. Connectivity upgrades via the Agra-Gwalior Greenfield Expressway, the Bundelkhand Expressway and the fourth Delhi-Chennai rail line are being prioritised. The digitalisation of land-processes and a farmer helpline are also underway.

The government of Bundelkhand has been instructed to fast-track key infrastructure projects to elevate the region's industrial profile. The Chief Minister emphasised that an airport, a dedicated railway station and a multimodal logistics park must be developed in the BIDA area. Officials were advised to explore extending the Agra-Gwalior Greenfield Expressway to the Jhansi/BIDA region and to advance the fourth Delhi-Chennai railway line.

Further connectivity developments include the construction of a link expressway from the Bundelkhand Expressway to the BIDA zone, and establishing a node of the Delhi-Nagpur Industrial Corridor in the region.

Regarding land acquisition, 56,662 acres have been earmarked for BIDA, 22,028 acres of which have already been secured. The authority has introduced a software platform to digitise all stages of land acquisition from farmer consent to payment to ensure transparency and expedite processes. In addition, a call centre will be set up in the coming weeks at BIDA's office to assist farmers and stakeholders.

On the infrastructure front, directives were issued to complete internal roads, sewage and drainage networks, storm-water systems, solid-waste management and power distribution without compromising on quality. Connectivity links to national highways NH-27 and NH-44 are reported to be in their final stages, and development proposals for a railway station, truck terminal, bus depot and IT park have been submitted.

In reflecting on prior history, earlier efforts in the region had seen slower progress due to land-acquisition bottlenecks and weak connectivity. The current push marks a shift in strategy, with a strong investor-focus, transparency measures and tight deadlines for staffing and process deployment.

The government assigned strict timelines: all land-acquisition steps should be completed within six months, additional registry and revenue staff deployed within a week, and engineers, planners and architects appointed within 15 days. The chief minister said the success of BIDA should serve as a model for ease of doing business, employment generation and youth entrepreneurship in Bundelkhand a region long regarded as industrially backward.

If implemented effectively, the new infrastructure and connectivity framework aims to reposition Bundelkhand from its past image towards one of industrial growth and logistical strength.
