GCDA proposes special team for land pooling at Infopark Phase III

Synopsis

The Greater Cochin Development Authority (GCDA) has proposed forming a special revenue team to manage land pooling for the upcoming Infopark Phase III campus in Kochi. Covering over 300 acres, the project recently received in-principle approval from the state's Electronics and IT Department. The team, led by a senior official, will include revenue staff, surveyors, and a legal expert to ensure a structured and transparent process. Landowners will be engaged to voluntarily pool land, which will then be reconstituted into developed plots and returned. A memorandum of understanding between GCDA and Infopark is expected soon, paving the way for phased development.

The GCDA has approached district collector G. Priyanka with a proposal to set up a special revenue team to carry out the land pooling process required for the upcoming Phase III campus of Infopark. The plan follows the Department of Electronics and Information Technology's in-principle clearance to develop over 300 acres using the land-pooling model.


The Authority has suggested that the team be led by a senior official and comprise a deputy tahsildar, surveyors and legal experts. It has requested the deployment of revenue department personnel, while GCDA itself would appoint a legal expert. As the primary implementing agency under the Kerala Town and Country Planning Act, GCDA has been tasked with managing the land pooling process and identifying suitable land parcels in consultation with Infopark.

The proposed framework involves engaging with landowners to explain the land-pooling model and securing their voluntary participation. GCDA would conduct detailed surveys of the pooled land, oversee its consolidation for planning, reconstitute the plots into developed land, and then return these developed plots to the original landowners.

GCDA chairman K. Chandran Pillai recently discussed the survey procedures in detail with the district collector. Officials indicated that a memorandum of understanding with Infopark will be signed shortly to formalise the land pooling process.

By combining the efforts of surveyors, legal experts and revenue officials, the Authority aims to carry out a structured and transparent pooling process. The planned signing of an MoU with Infopark is expected to provide formal backing, enabling the project's phased development to begin on a firm and coordinated footing.
