Chief Executive Maurici Lucena noted that Madrid and Barcelona airports are already operating close to their capacity limits and require further expansion. He pointed out that both hubs are very full, underlining the urgency of additional upgrades to accommodate passenger growth in the coming years.

This new programme represents a sharp rise compared to Aena's previous plan, which allocated EUR 3.54 billion over a four-year cycle. The operator, which is also the world's largest in terms of passenger traffic, is now preparing its investment roadmap under the regulatory framework known as DORA III, which will guide airport spending during the 2027-2031 period.

The planned investment will involve consultation with airlines and other stakeholders before final approval. The upgrades are expected to focus on easing congestion at key hubs, expanding terminal space, and introducing modern infrastructure to manage rising passenger volumes more efficiently. Aena's aim is to ensure its busiest airports can continue operating smoothly as air travel demand increases.
