Arunachal Cabinet pushes for structured planning in 47 urban centres

The Arunachal Pradesh Cabinet has approved a Bill to create a legal framework for town planning schemes, aiming to guide structured urban growth across the state. This step comes amid growing urbanisation in 47 notified urban centres that need organised development. The Cabinet also sanctioned the establishment of four new fire stations and 68 posts to improve emergency response services. Additionally, the Arunachal Pradesh Municipal Property Tax Management Rule, 2025, was approved to enhance fiscal autonomy and property tax collection in municipal areas, supporting financially self-reliant urban local bodies.

The Arunachal Pradesh Cabinet has approved a Bill to provide a legal framework for town planning schemes, addressing the growing need for structured urban development in the state. Rapid urbanisation in 47 notified urban centres has created a pressing need for organised planning to prevent unplanned growth and ensure the efficient use of land.


The draft Arunachal Pradesh Urban and Country Planning (Amendment) Bill, soon to be tabled in the Assembly, is designed to support organised urban growth. It introduces planning schemes, allows land pooling, and empowers local bodies to implement master plans in line with national and constitutional provisions, including the 74th Amendment Act. These changes are expected to streamline the urban development process and encourage sustainable city planning.

To strengthen emergency response services, the Cabinet approved the setting up of four new fire stations in Mebo (East Siang), Kimin (Papum Pare), Deomali (Tirap), and Lungla (Tawang). Along with this, 68 new posts were sanctioned to provide adequate manpower for these stations, improving the state's ability to respond to fire emergencies and related disasters.

The Cabinet also approved the Arunachal Pradesh Municipal Property Tax Management Rule, 2025, which will initially apply across all municipal areas. The rule is intended to increase the fiscal autonomy of urban local bodies (ULBs) by improving property tax collection. This will support ULBs in becoming financially self-reliant while strengthening their capacity to fund urban infrastructure and services.

These decisions reflect the state government's focus on structured urban growth, effective emergency response, and financially sustainable local governance. By implementing these measures, Arunachal Pradesh is taking steps to ensure that urban centres can manage their growing populations, maintain orderly development, and respond efficiently to emergencies.
