Bhubaneswar has rolled out a detailed action plan to address the encroachment of around 498 acres of government land across the city. Chief Minister Shri Mohan Charan Majhi revealed that Jaydev Vihar tops the list with 148 acres affected. The government has formed a Central Enforcement Monitoring Committee (CEMC) and is filing cases under the Odisha Public Premises (Eviction of Unauthorised Occupants) Act. Over 11,000 encroachment cases have been registered, impacting key areas including Chandrasekharpur, Jagamara, Dumduma, and BJB Nagar. Eviction drives are ongoing to restore land for public use.

Bhubaneswar has launched a strategic initiative to tackle the encroachment of approximately 498 acres of government land within the city. Chief Minister Shri Mohan Charan Majhi disclosed in the assembly that Jaydev Vihar is the most affected area, with 148 acres of land under unauthorized occupation. To address this issue, the government has established a Central Enforcement Monitoring Committee (CEMC), comprising officials from the General Administration Department, Bhubaneswar Municipal Corporation (BMC), and Bhubaneswar Development Authority (BDA). The committee is tasked with overseeing eviction drives and ensuring the removal of unauthorized occupants.


In addition to the formation of the CEMC, the government is actively pursuing legal action under the Odisha Public Premises (Eviction of Unauthorized Occupants) Act. This legal framework allows for the removal of unauthorized occupants from government land and the restoration of such lands for public use.

Government data indicates that a total of 11,006 encroachment cases have been registered, with illegal occupation reported at 57 locations across the city. Apart from Jaydev Vihar, other areas significantly affected include Chandrasekharpur, Jagamara, Dumduma, Gadakana, BJB Nagar, Kapila Prasad, Bhimpur, Baramunda, Nilakantha Nagar, and Bhoi Nagar in Nayapalli. These areas have witnessed substantial encroachment, impacting the availability of land for public infrastructure and development.

The value of the encroached land is considerable, with sources estimating that per acre of government land in prime locations could be valued at more than INR 50 crore. This underscores the economic implications of land encroachment and the importance of reclaiming these areas for public benefit.

The CEMC has been conducting frequent eviction drives to remove unauthorized occupants and reclaim encroached lands. While some areas have been successfully cleared and are being utilized for the establishment of boundary walls, government facilities, and beautification projects, challenges persist in certain locations. Despite efforts, illegal occupation continues to be reported in some areas, indicating the need for sustained and coordinated efforts to address the issue comprehensively.

Encroachment activities have been diverse, involving the construction of residential and commercial buildings, as well as the establishment of shops, garages, resthouses, cowsheds, and hotels on government land. These unauthorized constructions not only violate legal norms but also hinder urban planning and development initiatives. The government's proactive approach aims to dismantle such illegal structures and restore the encroached lands for their intended public purposes.
