Navi Mumbai civic body issues fresh directives for pet dog owners amid rising concerns

The Navi Mumbai Municipal Corporation (NMMC) has issued fresh directives for pet dog owners, reminding them of licensing requirements, mandatory vaccination, and responsible handling while in public spaces. The move comes in the backdrop of complaints regarding aggressive dog breeds and rising incidents of stray dog-related issues. NMMC also reiterated compliance with Supreme Court and Animal Welfare Board guidelines, warning that failure to adhere would attract penalties.

The Navi Mumbai Municipal Corporation (NMMC) has reinforced its directives concerning pet dogs within its jurisdiction, citing the ongoing implementation of the Animal Birth Control programme. Since 2006, the civic body has been operating a dog control centre in Turbhe, where sterilisation and vaccination of stray dogs have been undertaken. In line with this, pet dog licences are being issued through divisional offices, and owners have been asked to apply online via the official website nmmc.gov.in.


Referring to the Supreme Court's suo motu writ petition order passed in August, the civic body emphasised that animal protection, along with responsibilities expected from animal lovers under law, must be implemented uniformly across local bodies as per state government directions.

NMMC noted that numerous complaints had been received regarding stray dogs chasing residents, causing fear among children, and incidents of dog bites. Alongside this, the civic body highlighted reports of residents breeding or keeping aggressive breeds such as Rottweilers, Pit Bulls, German Shepherds, Dobermanns, and other similar dogs. Officials stated that these breeds are known to have fierce temperaments and could endanger lives if left unattended on streets.

Accordingly, all citizens have been directed to ensure that their dogs are properly vaccinated. When taken outside, dogs must be kept on a leash or chain, accompanied by a scoop, and fitted with a muzzle that does not cause them harm. The civic body reminded citizens to strictly follow court and Animal Welfare Board guidelines. It further warned that if pet owners are found walking dogs without muzzles in public places, legal action and penalties would be imposed.

By insisting on licensing, vaccinations, leashing, and muzzling, the civic body aims to minimise risks posed by aggressive breeds and stray dog issues within city limits. The reminder to follow legal and welfare guidelines also underscores the importance of civic responsibility among pet owners, with penalties now firmly in place for violations.
