The Varanasi Development Authority (VDA) has launched an awareness campaign for its new Building Construction and Development Bylaws-2025 and Model Zoning Regulation-2025. The initiative aims to simplify construction processes, promote green buildings, and encourage vertical growth within the city. Through workshops and events, VDA is educating builders and property owners about key provisions, including simplified registration, set time limits for NOCs, and increased Floor Area Ratio.

The Varanasi Development Authority (VDA) has launched an awareness campaign to inform the public about its new Building Construction and Development Bylaws-2025 and the Model Zoning Regulation-2025. The main goals of these new rules are to simplify construction processes, promote green buildings, and encourage vertical growth in the city.


The VDA is organizing workshops and events to educate builders and property owners on the benefits of these new regulations. Key changes include a simpler registration process that requires only a small token amount for residential and commercial construction. The new bylaws also set clear time limits for getting No-Objection Certificates (NOCs).

To promote more efficient land use, the new rules remove ground coverage restrictions and increase the Floor Area Ratio (FAR), which allows for more construction on a given plot. Additionally, certain establishments, such as hotels and medical facilities, will no longer require an NOC. The bylaws also offer relaxed standards for industrial units and have simplified zoning regulations.

The campaign also addresses questions about road access requirements for new developments. The first major workshop took place recently on July 24 at the cultural complex Chowkaghat. During this event, Pulkit Garg, VDA Vice Chairman, and Prabhat Kumar, Town Planner, provided detailed explanations of the new bylaws.
