Housing Ministry launches unified RERA portal to enhance transparency in real estate

The Central Advisory Council (CAC) under the Real Estate (Regulation and Development) Act held its fifth meeting in New Delhi to review eight years of RERA implementation. Union Minister of Housing and Urban Affairs Shri Manohar Lal Khattar launched the Unified RERA Portal, designed to create a national database of projects, enhance transparency, and share best practices across States and Union Territories. Discussions focused on stalled projects, homebuyer complaints, developers' concerns, and ways to strengthen regulatory processes. The council also recommended measures for faster dispute resolution and next-generation reforms in the real estate sector.

At the fifth meeting of the Central Advisory Council (CAC) in New Delhi, Union Minister of Housing and Urban Affairs Shri Manohar Lal Khattar unveiled the Unified RERA Portal, a single platform aimed at bringing transparency and enabling integration of State RERA systems. The council, set up under the Real Estate (Regulation and Development) Act, 2016, reviewed the progress of RERA over the past eight years and addressed challenges in its implementation.


The meeting was attended by RERA Chairpersons from several States and Union Territories, senior officials from the Centre and States, industry representatives, and homebuyer groups. Minister of State for Housing and Urban Affairs Tokhan Sahu noted that RERA has become a key reform for the sector but stressed the need to prioritise faster grievance redressal and revival of stalled projects to maintain trust between buyers and developers.

Secretary of Housing and Urban Affairs Srinivas Katikithala highlighted that RERA had mandated project registration, disclosures, and a formal system for grievance resolution, bringing systemic changes. He said the council?s discussions would help in framing strategies to better serve homebuyers and promote balanced sector growth.

The council observed that 35 States and Union Territories have set up Real Estate Regulatory Authorities, 29 have established Appellate Tribunals, and 27 have appointed Adjudicating Officers. So far, over 1,51,000 projects and 1,06,000 agents are registered under RERA. Authorities have disposed of around 1,47,000 complaints, reflecting increasing reliance on the regulatory mechanism.

The issue of stalled projects remained a major point of discussion. The council reviewed recommendations made by the committee led by G20 Sherpa Amitabh Kant. It was noted that Uttar Pradesh has already put these recommendations into practice, and other States are expected to follow. To address these challenges, members suggested creating standard operating processes to enforce RERA orders and establish frameworks to complete legacy projects.

The newly launched portal was described as a step towards building a nationwide project database. The system is expected to empower buyers to make informed decisions and help policymakers identify project delays. By integrating State-level portals, it will also enable predictive analysis of delays and stalled projects using digital tools.

Concerns were raised about delays in project registration, withdrawals from RERA accounts after completion, and filing of quarterly progress reports by promoters. The council recommended uniformity in RERA processes across States, quicker approvals, and stronger enforcement against misleading advertisements. It further proposed that MoHUA form a committee with representation from all stakeholders to review rules and regulations and ensure alignment with the parent Act.

Recognising the eight-year journey of RERA, the council stressed the need for next-generation reforms. It recommended that the ministry conduct a detailed exercise, in consultation with stakeholders, to strengthen RERA further and promote sustainable development of the real estate sector.
