State plans dedicated SPV to run 30 co-working hubs in Tamil Nadu

Synopsis

The Tamil Nadu government will set up a special purpose vehicle (SPV) to manage co-working spaces under the Chief Minister's initiative, ensuring smooth operations independent of administrative changes. Modeled on entities like Chennai Metro Rail Limited, the SPV will replace the current CMDA-Greater Chennai Corporation arrangement to avoid coordination and funding delays. It will also focus on job facilitation, inviting recruitment agencies to conduct placement activities within centres and launching an online portal for job listings and candidate profiles. With only the Kolathur hub operational so far, 29 more centres are planned. All services will be free, connecting employers, startups, and job seekers.

The Tamil Nadu government has moved ahead with plans to form a dedicated SPV to manage the network of co-working spaces being developed under the Chief Minister's initiative. The new entity will operate as an independent company, headed by its own chief executive officer and directly funded by the state, ensuring that the centres function smoothly regardless of changes in administration or staffing.


This governance model is intended to provide consistent operational efficiency while removing dependency on multiple agencies. The move follows concerns that the current arrangement-jointly managed by the Chennai Metropolitan Development Authority (CMDA) and Greater Chennai Corporation-could lead to coordination challenges and funding delays. The SPV will follow the operational style of successful state-run entities such as Chennai Metro Rail Limited and the Smart City Mission.

Beyond managing infrastructure, the SPV will focus on job facilitation. Recruitment agencies will be invited to set up operations within these co-working hubs, conducting interviews, screening candidates, and promoting the centres as credible venues for placement activities. Additionally, an online portal will be launched in the coming months to list job openings, provide details about recruitment drives, and allow professionals using the centres to register their profiles.

Currently, only the Kolathur centre is operational, attracting around 100 visitors daily. This number is expected to rise significantly once the remaining 29 centres become functional. All placement services will be provided at no cost, with the SPV acting as a bridge between employers, including startups, and job seekers.

By removing administrative bottlenecks and ensuring operational independence, the state aims to maintain uninterrupted services across all centres.
