Despite discussions of relaxed norms, privately built roads in these areas remain ineligible. These colonies, first identified nearly 25 years ago, continue to lack basic infrastructure. Over time, regularisation efforts have repeatedly fallen short due to the stringent infrastructure criteria embedded in city planning frameworks. The LDA asserts that approving plans without proper amenities would fuel unplanned urban sprawl.

Collections of private roads in unapproved areas regardless of their width remain excluded from consideration. The decision stems from a recent board meeting and mirrors the Master Plan's focus on structured growth rather than unchecked expansion.
Many of these unauthorised neighbourhoods have existed for more than two decades and still lack essential services such as paved roads, drainage systems, parks, or community spaces. Although more illegal colonies have sprung up over the years, the LDA has kept the count fixed at 241 to maintain policy clarity. Officials emphasise that loosening approval rules without infrastructure would only encourage chaotic development that ultimately disadvantages residents.
Interestingly, this tough stance comes even as the LDA has recently relaxed other norms. For instance, single-house plans on government roads narrower than 9 metres can now be approved though this exception explicitly excludes areas deemed illegal colonies. That reveals the LDA?s intent to balance growth with regulation, ensuring emerging projects have proper infrastructure support.
