Synopsis

Over 3,000 residents participated in Bengaluru's recent e-Khata mega mela in Byatarayanapura, where BBMP and state officials facilitated on-the-spot digitisation of property records. The event helped issue around 1,500 e?Khatas within hours and handed over 677 final certificates on the same day. With Byatarayanapura holding 1.8 lakh properties and over 5.3 lakh properties digitised citywide, the BBMP now plans to replicate the model across other wards in July. The initiative, which also won the National e-Governance Gold Award, aims to make the process faster, more accessible, and less prone to delays or malpractices by taking services directly to citizens.

A large number of residents turned up at the recent e-Khata mega mela held at the Sahakaranagar playground in Byatarayanapura Zone, Bengaluru. Organised by the Bruhat Bengaluru Mahanagara Palike (BBMP), the event drew over 3,000 participants, surpassing expectations and forcing authorities to extend operations well into the evening. The drive was flagged off by Deputy Chief Minister Shri D.K. Shivakumar, who encouraged people to make use of both online and offline channels to obtain their e-Khata. He assured residents that after receiving draft copies, the final certificates would be delivered to their homes in the coming weeks. He also confirmed that similar drives would be held across other zones in the city.

The camp was aimed at easing the e-Khata process for residents who faced challenges with the online application system, especially those who lacked digital access or found it difficult to navigate the portal due to time or technical constraints. At the mela, nearly 1,500 e-Khatas were issued in just one day, with each document processed in an average time of three to four hours. Byatarayanapura alone accounts for over 1.8 lakh properties, and more than 51,000 of these have already been digitised with final e-Khatas.

Citywide, BBMP has so far completed the e-Khata process for approximately 5.3 lakh out of a total 25 lakh properties. The civic body's digital initiative was recently recognised with the National e-Governance Gold Award for 2024-25, highlighting its push toward efficient and transparent land record management.

Deputy Chief Minister Krishna Byre Gowda, who also attended the mela, acknowledged that many residents still view the process as time-consuming and complicated. However, he pointed out that lakhs of people have already successfully completed the process and urged more citizens to come forward. Several attendees also shared their experiences. One resident mentioned arriving early in the morning and receiving the certificate by midday. An autorickshaw driver, who had been facing delays for months and suspected corruption, said he was able to complete the process within three hours at the camp.

While the event was largely successful, it did face some bottlenecks. Many residents were turned away due to missing documents. Others experienced over an hour's delay because of server issues. Despite these problems, more than 4,000 tokens were issued during the day, with 1,679 applications fully processed and 677 residents receiving their final e-Khata certificates on the spot.

The BBMP has announced that similar camps will continue across various Bengaluru wards through the month. The administration has also adopted a first-in, first-out approach to clear the pending correction requests in e-Khatas and to ensure better handling of future submissions.
