Maharashtra's newly unveiled Housing Policy 2025 targets INR 70,000 crore in investments and aims to build 50 lakh homes over the next decade, with 35 lakh planned in five years. The policy focuses on slum rehabilitation, affordable housing, and urban sustainability-especially for EWS, LIG, MIG groups, industrial workers, and senior citizens. Affordable housing now enjoys infrastructure status, easing access to funding via ECB, FDI, and PSL. Key initiatives include redevelopment of old buildings, integrated townships, and the 'Walk to Work' model with dedicated MIDC housing zones. A INR 20,000 crore MahaAwas Fund and a state housing portal will further support implementation and transparency.

The Maharashtra government recently introduced its Housing Policy 2025, a wide-ranging plan expected to bring in investments worth INR 70,000 crore. The policy outlines a detailed approach focusing on slum rehabilitation, affordable housing, and sustainable urban development. It places special emphasis on the needs of economically weaker sections (EWS), lower-income groups (LIG), and middle-income groups (MIG).


The government has set a goal to construct 35 lakh (3.5 million) houses over the next five years, with a bigger vision of delivering 50 lakh (5 million) homes within a decade. To help reach this aim, the MahaAwas Fund will be significantly increased to INR 20,000 crore. The policy stated that the main goal was to build 50 lakh houses in the next 10 years. Existing rules under the Development Control and Promotion Regulations/Unified Development Control and Promotion Regulations and relevant institutional frameworks are refined and revised to reach this goal. It also noted that the policy would encourage active participation from the private sector through various incentive-based measures.

A key part of the policy is to make Maharashtra a slum-free state through large-scale rehabilitation and redevelopment projects. The policy gives priority to the housing needs of low-income earners, senior citizens, women, industrial workers, and students.

Affordable housing has now been given infrastructure status. This allows developers to access funding sources like external commercial borrowing (ECB) and foreign direct investment (FDI). It also qualifies for priority sector lending (PSL) from banks and housing finance companies (HFCs), making it easier for developers to get loans and for buyers to get home finance.

The policy supports the redevelopment of old buildings to improve living conditions and make better use of land. It also promotes the development of integrated townships that combine affordable housing with essential services like schools, healthcare, and markets. The policy also noted that a state-level portal would soon be developed. This portal would provide information on housing development done through government-private sector partnerships, by developers, and by state-run organizations.

Recognizing different housing needs, the policy includes specific plans for industrial workers, senior citizens, working women, students, project-affected persons (PAPs), and migrant workers. A notable feature is the 'Walk to Work' concept, which reserves 10 to 30 percent of land in Maharashtra Industrial Development Corporation (MIDC) areas for housing.

The policy explained that such land should be given to the right authority at the applicable acquisition price. This would allow the authority to create enough housing in those areas. It added that the authority could also work with private industries to provide housing for industrial workers through a public-private partnership model. This comprehensive policy aims to address the state's diverse housing challenges and boost urban development.
