The Brihanmumbai Municipal Corporation (BMC) is actively seeking private partners to modernize and develop the Deonar abattoir, one of India's largest slaughterhouse facilities, through a Public-Private Partnership (PPP) model. This initiative follows the cancellation of a previous tender due to poor response. With Grant Thornton Bharat appointed as a consultant, the project aims to transform the existing setup into a hygienic, environmentally sustainable facility with advanced humane slaughter methods. The selected PPP partner will manage capital expenditure and share revenue with the BMC, providing slaughtering services at fixed rates and incorporating a bio-methanisation plant for green energy.
The Brihanmumbai Municipal Corporation (BMC) is actively working towards the modernization and development of the Deonar abattoir, one of India's largest slaughterhouse facilities. The civic body is now seeking private partners to undertake this ambitious project on a Public-Private Partnership (PPP) basis.
This initiative follows an earlier attempt in 2022, when a previous tender for the INR 402 crore project was canceled due to a combination of poor response from potential bidders and allegations of rigging. To ensure a smoother process this time, Grant Thornton Bharat has been appointed as a consultant for the new modernization drive.
The core objective of this project is to transform the existing semi-mechanized facility into a hygienic, environmentally sustainable abattoir, incorporating modern practices and technology. The modernized facility will feature dedicated units for slaughtering various animals, including buffalo, goat/sheep, pig, and poultry, with significant daily processing capacities. It will also integrate humane slaughter methods, utilizing automated electrical stunners and CO2 stunning technology, aligning with contemporary ethical standards.
The project is structured on a Build, Operate, and Transfer (BOT) basis, under a 20-year concession agreement. Under this model, the chosen PPP partner will be responsible for the entire capital expenditure required for the development. In return, the partner will share a percentage of the total revenue generated with the BMC, while providing slaughtering services at rates predetermined and fixed by the civic body.
Beyond operational improvements, the modernization plan also includes a strong environmental component. The project will feature a bio-methanisation plant, designed to convert biodegradable waste generated at the abattoir into biogas. This biogas will then be used for on-site energy generation, further enhancing the facility's sustainability and reducing its environmental footprint. This move reflects the BMC's commitment to upgrading essential urban infrastructure while adhering to environmental responsibility and public welfare.
