Telangana's Indiramma housing programme is facing hurdles as the Centre withholds PMAY-Gramin funds due to missing Aadhaar-based live facial authentication for 19.5 lakh rural beneficiaries. The biometric process is a key eligibility step under revised PMAY-G norms. Despite launching construction for 1.5 lakh homes, Telangana must complete these uploads by month-end to restore central funding. Meanwhile, the state is using its own funds to continue work, with INR 1.5 lakh earmarked per unit. In contrast, Telangana's PMAY-Urban progress remains strong-1.13 lakh units were approved and INR 1,500 crore released earlier this year, contributing to its broader five-year goal of 20 lakh homes.
The Telangana government's flagship Indiramma housing programme has come under strain after the Union Ministry of Rural Development raised serious concerns about the state's adherence to central norms under the Pradhan Mantri Awas Yojana - Gramin (PMAY-G).
The Ministry communicated to the state authorities that unless Telangana submits Aadhaar-based live facial authentication data of the 19.5 lakh rural beneficiaries selected under the scheme, central funding will remain suspended. The process requires each applicant to undergo biometric verification using a live photo capture, which is then matched with their Aadhaar database record, a crucial eligibility step under the reformed PMAY-G guidelines.
This verification has emerged as a bottleneck, particularly because the state has already issued administrative permissions for over 3.5 lakh houses and launched construction of 1.5 lakh units under the scheme's first phase. Officials from the Housing Department have confirmed that the beneficiary survey has been completed and efforts are underway to complete the biometric uploads by the stipulated timeline before the end of this month.
To mitigate delays and avoid derailing the broader scheme, the state government has decided to proceed with construction using its own budgetary allocations for now. The per-unit cost under PMAY-G is INR 1.5 lakh, of which the central share is INR 72,000. However, without Aadhaar authentication, this share cannot be accessed.
Simultaneously, Telangana's performance under PMAY-Urban remains robust. Earlier this year, the Union government approved 1.13 lakh urban housing units and released INR 1,500 crore to support the implementation. This funding is part of the state's broader INR 22,500 crore budget for constructing 20 lakh houses over a five-year horizon.
