This committee will be chaired by the NMC commissioner and will include relevant civic and departmental officials. The NMC also plans to use these provisions to develop amenities on reserved land it has already acquired.

An NMC official stated that there are 425 land reservations in the civic body's 2017 Development Plan. Acquiring and developing these lands solely through the civic budget is often challenging. By utilizing construction amenities TDR, the NMC expects to develop these amenity plots free of cost, streamlining urban development and benefiting both the public and property owners. Transferable Development Rights (TDR) are a common urban planning tool in India.
