Synopsis

Davanagere district leads Karnataka in digital land records distribution, having issued 2.5 lakh records of rights (RTCs) and resolved 1.25 lakh sub-division cases. This makes it a model for transparency, with 100% distribution of property ownership records. The initiative aims to reduce disputes and streamline transactions across the state, where other districts lag in progress.

Davanagere district administration has recently taken a leading role in distributing digital land records in Karnataka. This effort aims to enhance transparency in property ownership and streamline land-related transactions by achieving high rates of record distribution and resolving sub-division cases.

Davanagere district has distributed 2.5 lakh records of rights (RTCs) to farmers and property owners. It has also converted 1.5 lakh 'kali' (undivided) land accounts to 'safi' (individual) accounts, and resolved 1.25 lakh Podi (sub-division) cases. These efforts have led to 100% distribution of property ownership records in the district, making it a model for transparency in Karnataka's land record management.

The process of distributing property documents through 'Podi Mukta Abhiyan' began in 2023. Karnataka has been implementing digital land records through the 'Bhoomi' software. However, other districts face challenges in progress. For example, Bagalkot, Gadag, Koppal, and Yadgir districts have distributed below 50% of their digital records, while Mysuru, Ballari, and Chikkamagaluru show progress around 65-75%.

Delays in Podi (sub-division) creation have previously led to farmers selling land without proper legal documents. Streamlined digital records aim to reduce disputes, improve clarity in transactions, prevent fraud, and simplify loan applications. This also helps government revenue collection and aids farmers in accessing various benefits.
