The Uttar Pradesh Cabinet has approved new Building Construction and Development Byelaws 2025 for Prayagraj, removing the need for prior building plan approvals for houses on plots up to 100 square meters. This aims to simplify homebuilding for middle-class families, saving about INR 1.25 lakh in fees. The bylaws also introduce flexible building usage, allowing home-based shops and offices, and ease approvals for larger projects. While not applicable to restricted areas, the changes are expected to boost housing and retail activities, improving city revenue.
The Uttar Pradesh Cabinet has recently approved new building construction and development bylaws for Prayagraj. This decision aims to simplify and speed up the homebuilding process for residents by removing the requirement for prior building plan approvals on smaller plots.
Under the new Building Construction and Development Byelaws 2025, residents in Prayagraj will no longer require prior building plan approvals for constructing houses on plots measuring up to 100 square meters. This change is specifically aimed at accelerating the homebuilding process and is expected to benefit middle-class families by eliminating the need to pay approximately INR 1.25 lakh in map approval fees and navigate a lengthy clearance procedure.
The new bylaws also introduce more flexible building usage. Shops will be allowed in houses located on wide roads, and professionals like doctors and many lawyers can operate offices from home, provided adequate parking is available.
Additionally, schools without hostels can function on roads at least 9 meters wide, and shopping malls can be established on roads 18 meters wide. Approvals will also be easier for group housing projects built on plots up to 1,500 square meters. However, these relaxed regulations do not apply to restricted areas such as Mela zones, illegal colonies, and unauthorized plotted developments.
The Prayagraj Development Authority (PDA) anticipates that these changes will boost housing and retail activities and increase its revenue. The new policy is also expected to lead to the de-sealing of previously sealed structures, many of which were built on plots around 100 square meters.
While the Cabinet has approved the bylaws, an official government order is awaited before enforcement. The PDA plans to conduct staff training and software updates to facilitate the implementation of these new rules for the welfare of homeowners.
