Malad becomes first in Mumbai to convert PTC housing into permanent homes for road PAPs

Synopsis

Slum dwellers in Malad, Mumbai, have been relocated to Permanent Transit Camp (PTC) homes to make way for completing a crucial 550-meter road link from Shankar Lane to New Link Road. This marks the first time PTC homes-originally meant for temporary housing-are being used for permanent resettlement under a 2024 Maharashtra government resolution. Of 357 affected structures, 110 have been demolished, with 64 more to follow after residents received new home keys. The full project will ease traffic between Malvani and the Western Express Highway. Phase 3 and further resettlements are expected soon, with road alignment adjustments planned near Valnai metro station.

Slum dwellers from Malad, Mumbai, have recently been relocated to permanent transit camp (PTC) homes. The relocation is linked to the extension of Shankar Lane to the New Link Road. This involves completing a missing 550-meter link. Once finished, this link is expected to provide additional access from Malvani, Jankalyan Nagar, and Lalji Pada to and from the Western Express Highway (WEH), and reduce traffic congestion on Marve Road and Malad subway.


This relocation marks the first instance of project-affected people (PAPs) being moved to PTC homes, which are typically intended for temporary accommodation. The decision stems from a shortage of space for rehabilitation.

In February, an initial group of 110 residents was moved to PTC homes within the same building. The concept for this relocation method originated in August 2024, through a Maharashtra government resolution that permitted the conversion of 50% of PTC homes-originally meant for temporary accommodation for residents whose homes are part of Slum Rehabilitation Authority (SRA) schemes-into permanent PAP homes.

This makes Malad the first area to implement such a conversion, with other areas expected to follow. A month after the resolution, MP Piyush Goyal reportedly advocated for the swift conversion of 266 PTC homes in Malad to accelerate road construction.

Out of 357 affected structures in the missing link (293 residential and 53 commercial), 110 have already been demolished. An additional 64 structures, whose residents received keys to their new homes on Monday, are now slated for demolition. The rehabilitation of 183 remaining structures is necessary for phase 3 of the road work to begin. Phase 3 is expected to commence soon and take several months.

The road's alignment needs adjustment near the Valnai metro station on New Link Road, with resident rehabilitation starting after that adjustment.
