The scheme's purpose is to allow citizens to register property documents at any sub-registrar office across the state. This scheme, which was part of the state government's 100-day priority program, has been temporarily put on hold due to concerns about fraud, such as impersonation, fraudulent land transfers, and widespread stamp duty evasion.

To address these issues, the revenue department has issued strict guidelines to sub-registrars. It has also mandated fortnightly inspections by district joint registrars and collectors of stamps. However, until a proper resolution is sought, the existing "one district one registration" scheme will remain in place.

Digitalization of property records faces challenges in many parts of India, particularly concerning data integrity and fraud prevention.
