Infopark Phase III: GCDA begins land pooling for 1,000-acre Kochi IT hub

Synopsis

The Greater Cochin Development Authority has commenced the land pooling process for the development of Infopark Phase III in Kochi. Spread across Kizhakkambalam and Kunnathunadu villages, the proposed IT township will cover approximately three hundred acres. The project is being developed using a land pooling model that offers landowners a majority return of their plots post-development, with the prospect of significantly increased land value. This phase comes in response to saturated demand at Infopark's existing phases and aims to attract large-scale investment while fostering modern urban infrastructure.

The Greater Cochin Development Authority (GCDA) initiated procedures earlier this week to issue a preliminary notification for land pooling in connection with Infopark Phase III in Kochi. Roughly one thousand acres have been identified for this project, with about three hundred acres planned for active development across Kizhakkambalam and Kunnathunadu villages.


GCDA had been entrusted with the land pooling responsibility last year, but jurisdictional constraints had delayed progress, as the site was beyond its administrative limits. The state government has since issued a special order authorising GCDA to take charge of the process. The first steps include boundary mapping and consultations with landowners. If seventy-five per cent consent is secured, a draft plan will be formulated and placed in the public domain for feedback before finalisation.

The proposed IT township is expected to incorporate modern, sustainable infrastructure features such as carbon neutrality, water conservation, and waste management systems. It will also include residential, commercial, educational, cultural, and healthcare facilities. The plan is designed to enhance connectivity by road, rail, and air, all while ensuring the ongoing operations of existing IT firms are not disrupted.

Last week, the local Self Government Department formally appointed GCDA as the implementing agency, resolving previous authority-related challenges. However, final approval from the State IT Department is still awaited, as the proposal remains under active review.

Infopark's Phases I and II are currently fully occupied, accommodating more than six hundred companies and approximately seventy thousand professionals. Over one hundred IT companies are said to be waiting for space. The third phase is anticipated to attract investment close to INR 12,000 crore (approx. GBP 1.2 billion), potentially generating employment for over one lakh IT professionals.

GCDA also recently organised a workshop to inform stakeholders about the land pooling model. Under this system, participating landowners would receive back sixty per cent of their land after development, with expectations of significant increases in land value.
