The City and Industrial Development Corporation (CIDCO) has launched an e?tender to seek proposals from qualified firms, joint ventures, or consortiums to carry out a techno?commercial feasibility study for a potential third runway at the Navi Mumbai International Airport (NMIA). The six?month consultancy will assess both technical and commercial viability to support future air traffic growth and operational needs. Bidders who meet eligibility criteria will be evaluated, and the consultant will be chosen through the Least Cost Selection method. The City and Industrial Development Corporation (CIDCO) has formally invited bids to appoint a consultant who will conduct a detailed techno?commercial feasibility study for building a third runway at the Navi Mumbai International Airport (NMIA). This initiative was issued through an e?tendering process that allows eligible single firms, joint ventures, or consortiums to submit online requests for proposals. The study is part of CIDCO?s efforts to evaluate how best to prepare for long?term growth in passenger and cargo traffic at one of India?s key upcoming aviation hubs.


The selected consultant will carry out a six?month assignment under the oversight of CIDCO?s Transport and Airport (T & C) department. The focus is on examining both the technical feasibility and commercial viability of a third runway. This assessment will help planners determine how an additional runway can support operational requirements as air traffic expands in the years ahead.

CIDCO will use the Least Cost Selection (LCS) method to choose the consultant. Under this approach, only bidders who first clear the technical qualification stage will have their financial proposals opened. The contract will then be awarded to the bidder offering the lowest cost among technically qualified entries. This method aims to maintain transparent and cost?efficient procurement in line with standard norms.

Details of the bidding schedule and tender documents have been made available on the official CIDCO e?tendering portal from mid?December. Interested parties must follow this schedule closely to ensure timely submission of proposals. The study is expected to be a crucial input for infrastructure planning at NMIA as it evolves to handle increasing aviation demand.

The feasibility assessment comes at a time when NMIA is being developed to complement the existing Chhatrapati Shivaji Maharaj International Airport in Mumbai. Earlier details on airport planning show the facility is designed to ultimately handle a substantial capacity of passengers and cargo through multiple expansion phases. A third runway, if found viable, would further support this growth strategy and strengthen the multi?airport system serving the Mumbai Metropolitan Region.
