Mumbai civic body to stop construction work if AQI remains above 200

Synopsis

Mumbai's civic authority has stated that construction and industrial activity in any locality will be stopped if the Air Quality Index (AQI) stays above 200 despite required mitigation measures. This step forms part of the city's GRAP-4 actions and builds on the 28-point pollution-control guidelines announced in October 2024. The BMC has created flying squads for every ward to monitor on-ground compliance, waste burning, dust emissions and fuel usage. Officials have been instructed to ensure strict implementation as several areas recently reported higher-than-usual pollution levels.

The Brihanmumbai Municipal Corporation (BMC) has directed that construction and industrial work will have to be suspended in any part of the city if the local AQI remains above 200 even after all required pollution-control steps are carried out. This instruction forms part of GRAP-4, which allows the civic body to restrict activities that contribute to air pollution during poor air-quality periods.


Each ward has been assigned a flying squad consisting of two engineers and one police officer. Their responsibilities include checking real-time air-quality sensors, ensuring proper barricading of construction sites, preventing waste burning and stopping the use of firewood or any polluting fuel. These teams have also been asked to record non-compliance and initiate immediate action.

The BMC's current measures follow the 28-point guidelines introduced in October 2024, which require steps such as dust-control through water-sprinkling, green-cloth covering, debris handling, tyre-washing systems and installation of smoke-reducing equipment. Past actions in the city have included promoting cleaner fuel use, regulating emissions from smaller industrial units and improving road dust-management in busy zones.

Municipal commissioner Ashwini Joshi has instructed deputy and assistant commissioners to supervise daily compliance and ensure all sites follow the mandated steps. The civic body has also noted that seasonal weather patterns and post-monsoon conditions have contributed to higher pollution levels in several pockets of the city.

Under the current directive, if a locality continues to record an AQI above 200 after all measures are applied, the BMC will order a temporary halt of construction and industrial operations until air-quality readings improve.
