Kalyan-Dombivli rolls out KD-SWIFT one-window system for building permissions

In response to concerns over the emergence of illegal buildings, the Kalyan-Dombivli Municipal Corporation (KDMC) has introduced KD-SWIFT, a digital one-window platform for building-permission approvals. This new system lets citizens, architects, and developers apply for permissions across eight departments - including fire, drainage, water supply, and tree authority - via a single portal. The process is time-bound, with a 28-day turnaround for decisions, and approvals come with QR-coded certificates to enhance verification and transparency.

The Kalyan-Dombivli Municipal Corporation has launched KD-SWIFT, a fully online, integrated system for obtaining building permissions, following mounting concerns about unauthorised constructions in the city. The system was unveiled by Municipal Commissioner Abhinav Goyal, who emphasised that it will make the approvals process far more efficient and transparent.


Through KD-SWIFT, applicants - whether developers, citizens or architects - can submit applications for approvals from eight departments, including the fire brigade, water supply, drainage, tree authority, and property tax, all via a single digital platform. Under the system's standard operating procedure, all departments must clear applications within 28 days, ensuring a prompt turnaround and minimising bureaucratic delays.

To guard against fraud, every permission granted through KD-SWIFT will now come with a QR-coded certificate, which can be scanned to verify its authenticity in real time. The portal also supports online payments, eliminating the need for physical visits to municipal offices.

KDMC had already taken steps toward digitisation earlier this year by introducing an online plan-approval system through its Building Plan Management System (BPMS), but KD-SWIFT goes further by consolidating NOCs and other departmental approvals. This means that not only plan approval, but also tree-felling clearance, drainage connection, and tax clearance - among other permissions - are now handled in a single system.

Commissioner Goyal has also indicated a future plan to integrate KD-SWIFT with MahaRERA, to prevent misuse of RERA certificates and ensure better regulatory compliance.

KD-SWIFT represents a bold shift in how the Kalyan-Dombivli Municipal Corporation administers building permissions - transitioning from siloed, manual processes to a unified, digital-first approach. With fixed timelines, online payments, and QR-verified certificates, it strengthens accountability and efficiency. More importantly, it sends a clear message: KDMC is serious about curbing unauthorised construction and restoring public trust.
