Haryana shifts to fully paperless property registration as online system stabilises

Synopsis

Haryana has transitioned to fully paperless property registration, eliminating the need for physical documents in all tehsils. The Financial Commissioner, Sumita Misra, reviewed the system's progress and directed measures to speed up approvals, safeguard data, resolve technical issues, and enhance citizen support through dedicated help desks and a state helpline. Early results show rapid adoption, with applications and approvals more than doubling compared to the previous period. Training for staff and public outreach are being emphasized to ensure smooth implementation and wider citizen awareness.

The Haryana government has implemented several measures to streamline paperless property registration across the state. Since the state's formation day, all property-related transactions have been moved online, making physical documents unnecessary in every tehsil.


Financial Commissioner for Revenue and Disaster Management, Sumita Misra, recently reviewed the progress of the online registration system with deputy commissioners through a video conference and issued detailed instructions for field-level officials. She noted that the current five-day processing period for applications will soon be reduced to speed up approvals and improve service delivery.

To protect data, all documents will be automatically stored in the system for 72 hours before deletion, and registration fees will continue to apply until the process is complete. Misra highlighted that technical issues raised by deputy commissioners are being resolved in real-time by the technical team. Each tehsil has been directed to set up a dedicated help desk and appoint a nodal officer whose contact details will be publicly displayed to assist citizens.

A state-level helpline will also be launched to provide immediate support for technical or procedural problems. Misra instructed all DCs to ensure uninterrupted internet connectivity in tehsil offices and to promptly resolve server-related issues, emphasizing that no administrative or technical obstacle should slow down this reform.

Describing the initiative as the most significant change in Haryana's revenue administration, Misra warned that officers obstructing or spreading misinformation about the reform will face strict action. She acknowledged that resistance is natural during major transitions, similar to previous reforms like appointment-based registries and the Web-HARIS platform, but reiterated that the paperless registration system is irreversible and represents a clear move toward transparency and accountability.

To support smooth implementation, she directed regular hands-on training for tehsil staff, sub-registrars, and deed writers. Misra also stressed the importance of public awareness campaigns to educate citizens about the system and its benefits.

Between November 1 and November 12, the system recorded 5,334 applications statewide, of which 2,110 deeds were approved, 915 were under submission, 611 were approved by sub-registrars, and 626 were rejected due to documentation or technical errors. Additionally, 308 payments were completed online, 387 registrations were cancelled by citizens, and 377 cases fell under miscellaneous categories.

Compared to the previous review period, which saw 1,662 applications and 1,074 approvals, both applications and approvals have more than doubled, reflecting rapid adaptation to the digital platform. Misra observed that the system is now stabilizing across all tehsils and expressed confidence that it would be fully stabilized by the end of November. She added that Haryana's paperless registration initiative represents a major step toward transparency, accountability, and citizen-focused governance, positioning the state as a model for digital governance in the country.
