The Kerala government has appointed Shaji V Nair, CEO of Cochin Smart Mission Ltd, as the nodal officer to support land pooling for Phase III of Infopark in Kochi. The Greater Cochin Development Authority (GCDA) has already identified about 300 acres in Kizhakkambalam for this purpose. Under the land pooling model, landowners will contribute their plots and receive a developed portion in return. This expansion, expected to attract around INR 25,000 crore in investment, aims to strengthen Kochi's position as a major IT destination with completion planned by 2030.

This appointment is intended to strengthen coordination between landowners, authorities and project planners to speed up progress on the Phase III expansion.
The Greater Cochin Development Authority (GCDA) has already mapped approximately 300 acres in the Kizhakkambalam area for land pooling, out of the roughly 500 acres envisioned for Phase III. This identification focussed on unused parcels with no existing structures to simplify acquisition. Landowners in the area have been engaged through meetings, and the official land pooling notification is being prepared to formalise the process.
Under this land pooling model, individual landowners contribute their land collectively. After infrastructure development, including roads, drains and utilities, they receive back about 60% of their original land in the newly planned layout. This model is expected to increase the value of their holdings once development is completed, while ensuring equitable participation in the project's growth.
While the GCDA will handle the technical process of pooling, the overall ownership of the Infopark Phase III remains with the Infopark authority. Earlier, GCDA passed resolutions to initiate land pooling and opened a dedicated land pooling office within Infopark to manage the groundwork. These steps have set the stage for faster implementation now that a dedicated officer is in place for on ground coordination.
The Phase III expansion is part of Infopark's effort to increase capacity as existing phases near full utilisation. The overall project is expected to draw around INR 25,000 crore in investment and contribute to broader economic activity in the region. Completion is targeted by 2030, making it a significant addition to Kochi's role as a key information technology hub.
