Synopsis

VOC Port has invited bids for a 56-hectare shipyard at Tuticorin port, including 49 hectares of land and 7 hectares of waterfront, on a 30-year lease with options for upfront or annual payments. Bidders must have shipbuilding or repair experience or partner with a qualified firm. The project will be awarded to the highest techno-commercially qualified bid. This development aligns with VOC Port's broader plans, including a recent MoU with SIPCOT to create a mega shipbuilding cluster, enhancing maritime infrastructure and employment opportunities in Tamil Nadu.

The VO Chidambaranar Port Authority (VOC Port) has opened a tender for developing a shipbuilding and repair yard across 56 hectares at its Tuticorin facility, comprising 49 hectares of land and 7 hectares of waterfront. The project will be awarded on a 30-year lease, with bidders able to choose either upfront payment or annual lease payment options.

For the land portion, the reserve price is INR 2,704 per sqm for upfront payment over 30 years or INR 159.18 per sqm per year for annual lease. The waterfront portion has reserve rates of INR 1,352 per sqm upfront for 30 years or INR 79.59 per sqm per year for annual lease. Bidders are required to quote a premium over these base rates. In cases where the upfront payment option is chosen, a nominal lease rent of INR 1 per sqm per year will also apply.

Bidders must have prior experience in ship construction, maintenance, or repair under a recognised classification society, such as IRS, DNV, or ABS. Those without such experience may participate if they form a technical collaboration with an experienced entity. The project will be awarded to the highest techno-commercially qualified bidder.

This shipyard development is part of VOC Port's larger plan to strengthen maritime infrastructure. Recently, VOC Port signed an MoU with SIPCOT to develop a mega shipbuilding cluster in Tamil Nadu, aimed at building a broader ecosystem for ship manufacturing, vendor supply, and equipment production. The proposed shipyard will support vessel maintenance, manufacturing activities, and related supply chain development, boosting local employment and maritime operations.
