The Centre has approved more than 1.11 crore homes under the Pradhan Mantri Awas Yojana, with a significant share already delivered to beneficiaries. Nearly 1.10 crore homes have been grounded and about 95.54 lakh have been completed. A 2020 survey showed that around 6.5 crore people continue to live in slums across India. While the Centre funds PMAY-Urban and its updated PMAY-U 2.0 version, states and Union Territories handle land, slum rehabilitation and relocations. Most of the INR 2.05 lakh crore central assistance sanctioned for these schemes has already been released and utilised.
The Union Housing Ministry informed Parliament earlier this week that the Centre has sanctioned 1.11 crore homes under the two ongoing phases of the Pradhan Mantri Awas Yojana. Out of these, close to 1.10 crore homes have already been grounded for construction, and about 95.54 lakh have been completed and handed over to beneficiaries across states and Union Territories.
The ministry also referred to a detailed slum survey conducted in 2020. The findings showed that nearly 6.5 crore people in the country about 1.39 crore households were residing in slums at the time. These figures continue to guide current planning for urban housing and rehabilitation.
While the central government provides financial support under PMAY-Urban, the responsibilities related to land, rehabilitation, relocation and slum redevelopment remain with individual states and UTs. This means that each state or UT maintains its own records on slum clearances, relocations and beneficiary allotments, and these figures are not consolidated by the Centre.
In Delhi, for example, redevelopment and demolition activities are managed by agencies such as the Delhi Development Authority (DDA) and the Delhi Urban Shelter Improvement Board (DUSIB). As per the latest available information shared by the ministry, 5,158 households were affected during redevelopment activities handled by DUSIB, and 3,414 of them were found eligible for alternate rehabilitation. These households have received new units equipped with essential facilities.
The Centre clarified that its primary role is to support state-led efforts through funding. Since the launch of PMAY-Urban in June 2015, central assistance has been extended for housing construction for eligible urban families, including slum dwellers. Based on learnings from the first phase, the scheme was updated and relaunched as PMAY-U 2.0 from 1 September 2024.
Under PMAY-U and PMAY-U 2.0 together, the Centre has sanctioned a total of INR 2.05 lakh crore. Out of this amount, INR 1.75 lakh crore has already been released to states and UTs, while INR 1.65 lakh crore has been utilised on the ground. Support specifically provided under the In-Situ Slum Redevelopment (ISSR) component stands at INR 1,800 crore.
