Telangana seeks HUDCO backing to accelerate metro expansion and Bharat Future City plans

Telangana's Chief Minister recently urged HUDCO to extend long-term loans at concessional rates to support a wide portfolio of state infrastructure initiatives. His request covered the expansion of the Hyderabad Metro, the development of the large-scale Bharat Future City, improvements to regional mobility through ring and radial roads, and the rollout of affordable housing under the Indiramma scheme. He also sought the restructuring of past high-interest borrowings. HUDCO's leadership reportedly responded positively, agreeing to expedite funds for an additional 10 lakh homes while reviewing older loans, signalling possible financial relief for Telangana's extensive urban ambitions.

The Chief Minister of Telangana pressed the leadership of HUDCO earlier this week to extend long-term loans at reduced interest rates for several major development projects currently planned across the state. He emphasised that the state required substantial capital support for the expansion of the Hyderabad Metro Rail network, the development of Bharat Future City, and enhanced regional connectivity through the Regional Ring Road, radial roads and several greenfield corridors.


During the meeting, he outlined proposals for road links that would connect Future City to Chennai via Bengaluru and Amaravati, along with a planned highway to Machilipatnam port. He also referenced the state's intent to progress a proposed bullet-train corridor, noting that these large-scale projects needed significant upfront funding. The Chief Minister additionally urged HUDCO to restructure earlier loans taken during the previous administration, stating that the high interest burden was constraining the state's financial flexibility.

HUDCO's chairman reportedly conveyed that the institution would examine the restructuring request while also extending fresh loans at more favourable terms. He indicated that financing for the Indiramma housing scheme had already been cleared and said that HUDCO would prioritise funds for the construction of 10 lakh additional homes to support housing expansion.

The Chief Minister also invited the HUDCO chairman to attend the upcoming Telangana Rising Global Summit 2047 scheduled at Future City later this week, adding that the event would showcase the state's long-term vision for urban development and investment.

This push for institutional financing follows earlier efforts earlier this year, when the state sought central approval for Phase II of the Hyderabad Metro - a project valued at INR 24,269 crore - alongside a request to designate the Hyderabad-Bengaluru economic corridor as a defence manufacturing corridor. Bharat Future City, spread across approximately 30,000 acres, has simultaneously been positioned as a greenfield smart-city project intended to reshape the urban landscape on Hyderabad's periphery.

With a combination of metro expansion, road connectivity, housing and new-city development, the state aims to build a more integrated urban ecosystem, supported by strengthened financing partnerships with HUDCO.
