Authorities in Gurugram have moved to register an FIR against Ornamental Realtors Pvt Ltd for not renewing its commercial colony licence for a 3.5-acre project in Sector 61. The licence, originally issued in 2009, expired in 2017, but the developer did not apply for renewal or pay the required fees. Officials also found that the company had not uploaded mandatory compliance reports on the official portal. A notice issued in October did not result in any action from the builder, prompting authorities to proceed with legal steps.
The enforcement team of the district town planner in Gurugram has formally initiated the process to file an FIR against Ornamental Realtors Pvt Ltd for violating the conditions of its commercial colony licence in Sector 61. The licence was first granted on August 27, 2009 for developing a 3.5-acre commercial colony in Ghata village, falling under the Gurgaon-Manesar Urban Complex. It remained valid until August 26, 2017. After the licence expired, the developer did not submit a renewal application or pay the renewal fees required under the Haryana Development and Regulation of Urban Areas Act, 1975 and its rules.
During a compliance check carried out earlier this year, officials found additional lapses. The company had not uploaded any of the mandatory progress reports, financial statements or other compliance documents on the department's online portal. These filings are required at regular intervals to track the status of licensed colony projects.
The Department flagged these gaps in March 2025 and later issued a notice in October directing the developer to complete all pending submissions. However, no response or corrective action was received. Because of the continued non-compliance, the enforcement wing asked the police to register a case under the applicable provisions of the urban-development law.
This action adds Ornamental Realtors to the growing list of developers facing enforcement measures in the region. Over recent months, authorities in Gurugram have been taking a stricter approach toward overdue licences and missing regulatory filings. Officials say these steps are aimed at improving transparency and ensuring licensed projects follow all required processes throughout their development cycle.
