Tesla to set up first India plant in Haryana as state strengthens EV ecosystem

Synopsis

Haryana is preparing to welcome Tesla's first electric vehicle manufacturing plant in India, alongside other related units. The state government, led by Chief Minister Shri Nayab Singh Saini, has been actively working to strengthen the business ecosystem through policies that reduce costs and simplify regulations. With initiatives like a special industrial leasing policy, local supply chain enhancement, AI and deep-tech hubs, and dedicated departments for MSMEs and future technologies, Haryana has emerged as a key industrial and investment hub, contributing significantly to national GDP and employment growth.

Haryana is set to become the location for Tesla's first electric vehicle manufacturing plant in India, with additional Tesla units expected to be established across the state. Chief Minister Shri Nayab Singh Saini emphasized that Haryana is not only a strong market but also a manufacturing powerhouse, supporting sectors including automobiles, IT, and other industries.


During the inauguration of India's first all-in-one Tesla Motors Center in Gurugram, Saini highlighted the state government's ongoing efforts to reduce business costs and create a supportive industrial environment. Among these measures is a special leasing policy for industrial plots, aimed at facilitating easier access to infrastructure for companies.

The Chief Minister noted that the local supply chain is being strengthened in collaboration with existing industries to support new investments. Haryana has also established the Department of Foreign Cooperation to ensure effective dialogue with global investors and governments, fostering smoother collaborations.

Haryana has emerged as a leader in the Ease of Doing Business rankings, reflecting the state's proactive approach to industrial growth. Its automobile sector, which produces the highest number of passenger cars in India, remains a key contributor to the economy. The state contributes around 3.6 percent to India's GDP and has experienced significant export growth, rising from INR 70,000 crore before 2014 to over INR 2,75,000 crore today. Haryana also ranks second nationally and first in North India for industrial logistics support.

Efforts to remove bureaucratic hurdles include amending outdated laws and introducing the Public Trust Ordinance, 2025, which decriminalizes 164 provisions across 42 state acts. These reforms have helped Haryana foster a thriving business environment, resulting in the establishment of over 12.2 lakh MSMEs over the last 11 years, providing employment to more than 49 lakh people.

The state has also become the seventh largest in India for startups, with more than 9,100 recognized ventures currently operating. To promote innovation, AI hubs are being set up in Gurugram and Panchkula, supported by a Department of the Future focused on AI, robotics, biotechnology, and deep tech. A dedicated MSME department and an online facility for filing entrepreneurial memorandums further streamline support for micro, small, and medium enterprises.
