Synopsis

Haryana is moving to a fully digital property registration system, making online deed registration mandatory across all 22 districts. The phased rollout began with Babain in Kurukshetra, followed by ten districts, and will include the remaining districts by November 1, 2025. The portal allows citizens to verify identity via OTP, fill forms with guidance, upload documents, schedule appointments, and track applications through SMS alerts. It supports residential, agricultural, government, panchayat, defence lands, apartments, and co-ownership transfers. A robust three-tier verification process ensures transparency and efficiency in all property transactions.

Haryana is set to become one of India's first states to implement 100% paperless property registration. The state government has announced that online deed registration will be mandatory across all 22 districts from November 1, 2025. This step replaces the conventional paper-based registration system with a fully digital, transparent, and citizen-friendly platform, aimed at improving the efficiency of property transactions and reducing human intervention.


The Department of Revenue has introduced a phased rollout to ensure smooth implementation. Phase-I started in Babain, Kurukshetra, followed by Phase-II in ten districts including Ambala, Yamunanagar, Karnal, Rewari, Mahendragarh, Faridabad, Fatehabad, Palwal, Jind, and Jhajjar. Phase-III will cover the remaining districts'Bhiwani, Charkhi Dadri, Gurugram, Hisar, Kaithal, Nuh, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat-ensuring state-wide adoption by the set deadline.

The new online portal integrates all aspects of registration into one user-friendly interface. Citizens can verify their identity through secure OTP authentication, complete sale deed forms with step-by-step guidance, upload required documents digitally, book appointments with sub-registrars, and track their application status in real-time via automated SMS alerts. The system accommodates all property types, including residential, agricultural, government, panchayat, defence-owned lands, apartment sales, and co-ownership transfers. Separate workflows have been developed for rural areas, urban areas within municipal limits, and urban areas outside municipal limits, ensuring administrative accuracy.

The platform includes a three-tier verification process involving two registration clerks and the sub-registrar. Each stage includes digital signature authentication, photograph verification of parties and witnesses, automated status notifications, and secure online payment integration. Citizens are required to visit the registration office only once for final biometric verification and deed execution. Upon approval, the system generates three copies of the deed: one for the citizen, one for official records, and one for immediate transmission to the patwari for land record updates.

The move positions Haryana as a pioneer in digital property transactions, aiming to improve transparency, reduce errors, and streamline the overall registration process for citizens and authorities alike.
