The Maharashtra State Road Development Corporation (MSRDC) is set to upgrade the Mumbai-Pune Expressway into a 10-lane superhighway by 2030 to tackle rising traffic and future travel demands. The project, estimated at INR 14,260 crore, includes a construction cost of INR 8,440 crore. Funded under the Hybrid Annuity Model, the government will cover 40% while private investors provide 60%. Current work on a 13-km missing link in Khandala Ghat is ongoing, and land acquisition is expected to be minimal, with most land already held by MSRDC.

The MSRDC is preparing to transform the Mumbai-Pune Expressway, originally an eight-lane highway, into a 10-lane corridor by 2030. This expansion is designed to reduce congestion, especially during weekends and holidays, and to accommodate increasing vehicle numbers. The total project cost is estimated at INR 14,260 crore, including a construction cost of INR 8,440 crore, which is an increase of INR 1,420 crore from earlier plans.


The project will be executed under the Hybrid Annuity Model, a public-private partnership framework where the government finances 40% of the cost and private developers contribute 60%. Officials highlighted that this model combines public sector expertise with private efficiency and is becoming common for large-scale infrastructure projects in India.

The expressway, opened in 2002, spans 94.6 kilometers from Kalamboli in Navi Mumbai to Kiwale near Pune. Current traffic averages 65,000 vehicles on weekdays and over 100,000 on weekends, growing at 5-6% annually. A 13-km missing link project in the Khandala Ghat section, which includes a 10-lane section, is already under construction, and the new expansion will focus on the remaining stretches.

MSRDC officials emphasized that widening the highway is the most sustainable solution to manage congestion. Local legislators, including Mahesh Landge, and frequent commuters have expressed strong support, citing long-standing traffic challenges. The existing toll contract is valid until 2045, and an extension may be sought to make the expansion financially viable. Land acquisition is expected to be minimal, with only small areas near tunnels needing attention. The agency is planning to submit a proposal after Diwali, with the executing agency likely to be appointed by the end of the current financial year or the start of the next.
