Mumbai BMC launches first independent online lottery for affordable flats

The Brihanmumbai Municipal Corporation (BMC) has introduced an online lottery for the sale of 426 affordable flats across Mumbai, marking its first independent initiative of this kind. These homes, priced between INR 55 lakh and INR 1 crore, are located in Kandivli, Bhandup, Byculla, Kanjurmarg, Jogeshwari, and Goregaon, and are available exclusively to applicants from the Economically Weaker Section (EWS) and Low-Income Group (LIG). The move is expected to generate around INR 308 crore. Applications opened this week and will be processed through a lottery system managed entirely by BMC to streamline operations and enhance revenue.

The Brihanmumbai Municipal Corporation (BMC) has started an online lottery for the sale of 426 affordable flats in various parts of Mumbai, including Kandivli, Bhandup, Byculla, Kanjurmarg, Jogeshwari, and Goregaon. The flats are priced between INR 55 lakh and INR 1 crore, and only applicants from the Economically Weaker Section (EWS) and Low-Income Group (LIG) categories can apply.


This initiative marks the first time that BMC is conducting such a lottery independently. Earlier, flats acquired under the Development Control and Promotion Regulations (DCPR) 2034 were handed over to the Maharashtra Housing and Area Development Authority (MHADA) for allotment. By managing the lottery on its own, BMC aims to simplify the process, avoid intermediary charges, and improve transparency.

The flats were obtained under Regulation 15 of DCPR 2034, which requires developers of residential projects on plots of 4,000 sq m or more to allocate a portion of the built-up area for affordable housing. Additional homes have been acquired under Regulation 33(20)(b), which incentivizes affordable housing on private or non-government plots.

The application process began this week at 10 am on BMC's official housing portal and will remain open until mid-November. The final list of eligible applicants will be released shortly after, and the lottery draw is scheduled to take place soon. Successful and waitlisted applicants will be announced a day later.

A BMC official noted that managing the lottery directly also helps the civic body generate revenue, estimating that this exercise could bring in around INR 308 crore. This approach avoids the processing fees previously paid to MHADA. The official added that applicants can reach out via helpline, email, or visit the Assistant Commissioner (Estates) office at BMC Headquarters for guidance.

It is worth recalling that BMC's fixed deposits, which had steadily grown from INR 43,285 crore in 2014-15 to a peak of INR 91,690 crore in 2021-22, have decreased in the past three years to INR 79,498 crore in 2024-25. This lottery also provides a meaningful avenue for revenue generation amid the decline.
