Ghaziabad TOD policy set to boost corridor revenue by over 200%

Synopsis

The Ghaziabad Development Authority (GDA) and the National Capital Region Transport Corporation (NCRTC) have rolled out a Transit-Oriented Development (TOD) policy along the 45 km rapid rail corridor. This policy allows an increase in Floor Area Ratio (FAR) by 33-50% and permits mixed land use within a 1.5 km corridor on both sides of the rail line. The TOD zones cover key areas including Sahibabad, Ghaziabad, Guldhar, Duhai, Muradnagar, and Modinagar. Revenue from these zones is expected to grow over 200%, with funds shared equally between GDA and NCRTC and managed via an escrow account.

The Ghaziabad Development Authority (GDA) and NCRTC have implemented a Transit-Oriented Development (TOD) policy along the 45 km rapid rail corridor to strengthen revenue generation and urban growth. Under this policy, the Floor Area Ratio (FAR) within the TOD influence zone is set to rise by 33-50% from the current 1.5. In addition, mixed land use will be permitted across the TOD zones. Authorities project that these changes could increase revenue from the corridor by more than 200%.


The TOD influence zone covers a 1.5 km area on both sides of the rapid rail line, spanning significant urban regions including Sahibabad, Ghaziabad, Guldhar, Duhai, Muradnagar, and Modinagar. Specific areas identified under this policy include 650 hectares near Sahibabad RRTS station, 477 hectares near Ghaziabad station, 818 hectares near Guldhar, 720 hectares near Duhai, 376 hectares near Muradnagar, 938 hectares along Modinagar South, and 688 hectares near Modinagar North. These zones are expected to witness higher-density and mixed-use urban development.

Revenue generated from these TOD zones will be shared equally between GDA and NCRTC. To ensure transparency and proper fund management, all income from map approvals and other TOD-related activities will be routed through an escrow account managed by a joint committee. This setup follows the guidelines of the Uttar Pradesh Transit-Oriented Development Policy 2022, which specifies revenue sharing between GDA and NCRTC once the TOD influence zone is finalized.

This TOD initiative is part of a broader strategy to recover the Rs 30,000 crore investment made in the rapid rail project by 2054. Revenue streams from increased FAR and mixed land use form one of the five key sources identified to achieve this financial target. The implementation of the TOD policy is expected to transform urban development along the corridor, creating integrated, higher-density, and economically productive urban spaces.
