Maharashtra sets up committee to unify metro rail operations in Mumbai Metropolitan Region

Synopsis

The Maharashtra government has formed a high-level committee to bring all metro rail operations in the Mumbai Metropolitan Region (MMR) under one unified authority. Led by Sanjay Mukherjee, Metropolitan Commissioner of MMRDA, the panel will draft a plan for merging multiple metro agencies, assess asset transfer and valuation, and study models such as Transport for London and Singapore's Land Transport Authority. The committee, which includes officials from Maha Metro, MMRCL, MMMOCL, CIDCO, and the Urban Development Department, will submit its report within three months.

The Maharashtra government has constituted a high-level committee to explore the unification of metro rail operations across the Mumbai Metropolitan Region (MMR). The step aims to streamline coordination among several agencies currently running metro lines in different parts of the region.


A government resolution issued by the Urban Development Department during the past week formalised the committee's creation. The resolution highlighted that the present structure, with multiple agencies managing different metro corridors, has led to overlapping roles and operational challenges. The committee will therefore study existing issues and recommend a framework for a unified metro rail authority.

The committee will be chaired by Sanjay Mukherjee, Metropolitan Commissioner of the Mumbai Metropolitan Region Development Authority (MMRDA). Its members include managing directors from the Maharashtra Metro Rail Corporation Ltd (Maha Metro), Mumbai Metro Rail Corporation Ltd (MMRCL), Maha Mumbai Metro Operations Corporation Ltd (MMMOCL), as well as senior representatives from the City and Industrial Development Corporation (CIDCO) and the Urban Development Department.

According to Mukherjee, as new metro lines are gradually opening and the Mumbai One App is now allowing commuters to plan multimodal journeys across buses, trains, and metros, bringing all metro systems under a single authority will help create a seamless travel experience.

The committee's main tasks include outlining stages for the integration process, preparing a roadmap for the transfer and valuation of assets, and studying global best practices such as Transport for London (TfL) and Singapore's Land Transport Authority (LTA). The members will also evaluate administrative, technical, and financial implications to ensure smooth coordination between existing operators.

The panel has been instructed to submit its report within three months from the date of its formation. Its findings are expected to help the state design a governance model suitable for the growing metro network, which now includes corridors managed by MMRDA, MMRCL, Maha Metro, and CIDCO.

Currently, the MMRDA operates most new metro corridors, while MMRCL manages the underground Aqua Line (Colaba-Bandra-SEEPZ), and CIDCO oversees the Navi Mumbai metro. The fragmentation has created challenges in ensuring consistent standards and passenger convenience, making this consolidation effort timely and significant for long-term network efficiency.
