DDA approves housing, land, pooling and sports education infrastructure projects in Delhi

Synopsis

The Delhi Development Authority (DDA) approved the capital's first Transit?Oriented Development (TOD) housing project 1,026 ready?to?launch two bedroom flats at Karkardooma under the "Towering Heights" scheme. Simultaneously, it cleared change of land use for 40.23 hectares under its land pooling policy. In the Narela sub-city, the authority sanctioned a multi-sports stadium on 30.35?hectares and an education?hub campus on 4.33 hectares. The enhanced FAR policy for commercial centres has been extended by one year and new developer charges for TOD zones have been fixed.

The DDA's board, chaired by Vinai Kumar Saxena, gave final approval to its first TOD housing scheme at Karkardooma, named "Towering Heights", featuring 1,026 two bedroom flats. The scheme is part of a dedicated walkable mixed?use corridor oriented around public transport, and the flats are to be offered via e-auction to ensure transparency.


The authority also approved change of land use for a 40.23?hectare tract under its land pooling policy. That policy, notified in October 2018, applies across 105 urban villages in six planning zones and allows eligible areas once 70 percent contiguous pooled land is achieved to be developed. In this case, Sector 8B (Zone P-II) became the first such sector eligible.

In Narela, the DDA cleared land use changes so that a 30.35?hectare plot in Sector G3/G4 may be developed from commercial/residential to public & semi-public use, for a multi?sports integrated stadium capable of hosting national and international events. The authority said this development is expected to spur sports tourism, local employment and regional growth. Further, a 4.33 hectare plot in Sector G7/G8 was approved for change from residential to public/semi-public use to develop university and higher?education infrastructure. A Gazette notification by the Ministry of Housing & Urban Affairs will follow.

Separately, the DDA extended by one year its enhanced Floor Area Ratio (FAR) policy for planned commercial centres (originally introduced in 2018) to allow stakeholders further time to utilise enhanced FAR on a pro?rata basis. It also approved new charges for developments under the TOD policy: additional FAR charges and TOD charges payable by developer entities inside the planning area (an 800 metre radius around transit stations).

In another decision, the DDA approved rent escalation for residents of the soon to be demolished Signature View Apartments in Mukerjee Nagar, with base rents set at INR 50,000/month for high income group allottees and INR 38,000/month for middle income group, and a 10 percent annual escalation.
