Gujarat announces five new satellite towns to promote planned urbanisation

The Gujarat Urban Development Department has announced that Kalol, Sanand, Savli, Bardoli, and Hirasar will be developed as new satellite towns under their respective urban development authorities, as part of the state's strategy to promote planned urbanisation and balanced regional growth. A high-level committee led by the Principal Secretary of Urban Development, along with municipal commissioners and officials from key departments, will oversee planning, financing, and implementation to align infrastructure with adjoining metropolitan standards. The government has allocated INR 50 crore for the project�s first phase, with urban authorities directed to assess manpower and resource needs. Each location has distinct potential-Sanand as an emerging semiconductor and industrial hub near Ahmedabad, Kalol's industrial-residential growth near Gandhinagar, Savli's ongoing expansion under Vadodara, Bardoli's inclusion in the Surat Growth Hub, and Hirasar's development around Rajkot's new international airport.

The Gujarat Urban Development Department recently issued a notification declaring that Kalol, Sanand, Savli, Bardoli and Hirasar would be developed as new satellite towns under their respective urban development authorities. This move forms part of the state's broader strategy to strengthen planned urbanisation and ensure balanced regional growth across key metropolitan regions.


A high-level committee has been constituted to oversee the initiative, chaired by the Principal Secretary of the Urban Development Department. The committee includes municipal commissioners, CEOs of the respective urban development authorities, and principal secretaries from the tourism, industries, housing and education departments. Its mandate involves planning, financing and implementing infrastructure projects that align with the standards of the adjoining parent cities.

The state government has sanctioned an initial fund of INR 50 crore to support the first phase of the project. Urban development authorities have been directed to assess manpower and resource requirements in the identified satellite towns to ensure effective execution.

Each of the proposed towns has distinct development potential. Sanand, situated around 22 km from Ahmedabad, has evolved into a prominent industrial hub, home to over 50 multinational companies, and is being positioned as a key semiconductor cluster. Kalol, near Gandhinagar, has seen continuous industrial-residential growth since 2010, supported by multiple town-planning schemes. Savli, located about 31 km from Vadodara, already accommodates several major industries and is set for jurisdictional expansion under the Vadodara Urban Development Authority.

Similarly, Bardoli, approximately 33 km from Surat, is gaining traction as part of the Surat Growth Hub plan, while Hirasar recently developed around Rajkot's new greenfield international airport-is expected to emerge as an important commercial and industrial corridor.

The introduction of this satellite-town framework is intended to distribute urban density more evenly across the state, relieve congestion in major cities, and stimulate investment in new growth nodes.
