The Maharashtra government has signed an MoU with Abu Dhabi Ports and Abu Dhabi Investment Resources & Presidential Office for an investment of up to USD 2 billion in the state's maritime and shipbuilding sector. The deal aims to enhance shipbuilding, port infrastructure, maritime transport and water-sports management. Alongside this, 15 other MoUs worth about INR 56,000 crore were signed to develop ports, clean-fuel infrastructure and coastal transport, reflecting Maharashtra's push towards blue-economy-driven growth.
The Maharashtra government announced a partnership with Abu Dhabi Ports and Abu Dhabi Investment Resources & Presidential Office to bring an investment of up to USD 2 billion into the state's maritime and shipbuilding sector. Port and Fisheries Minister Nitesh Rane stated that this is the first agreement of its kind signed by Abu Dhabi Ports with any Indian state, marking a new phase of international collaboration in Maharashtra's maritime development.
The agreement covers investment across shipbuilding, port infrastructure, maritime transport and water-sports management. Officials mentioned that the initiative aligns with the state's vision to strengthen its blue-economy framework and build modern port-based industries.
This development was accompanied by a series of MoUs signed earlier this week, attracting about INR 56,000 crore in total commitments for maritime projects. These agreements focus on expanding ports, establishing shipyards, developing clean-fuel facilities and enhancing water-based transport in the Mumbai region and along the state's coastline.
Chief Minister Devendra Fadnavis noted that Maharashtra aims to position itself as a maritime superpower through these partnerships. He added that the recent MoUs also include provisions for technology collaborations and human-resource development in the sector.
Among the 15 agreements signed, the largest allocation around INR 42,000 crore is directed towards the expansion of Dighi Port in Raigad district. JSW Infrastructure Ltd announced plans to invest about INR 3,709 crore in its Jaigad and Dharamtar ports. Chowgule Group, Synergy Shipbuilders and Goa Shipyard Ltd also committed to developing new shipbuilding and repair facilities in the state.
In addition to investments, the state signed a pact with IIT Bombay to introduce skilling programs and another with Sweden's Candela Technology AB for advanced passenger water-transport projects. Minister Rane mentioned that efforts are underway to modernize Maharashtra's water transport system to improve connectivity for residents, especially around Mumbai, where several waterways and a marina project are in progress.
These projects are expected to enhance coastal connectivity, promote employment, and increase industrial activity in the maritime sector. The focus on clean-fuel infrastructure and shipbuilding aligns with national goals for sustainable and efficient port operations.
