Additionally, buildings with rooftop establishments must ensure two unobstructed access points.

This directive mandates that existing rooftop establishments in residential buildings be discontinued and the spaces restored for common use by the building's residents.
For commercial establishments located on rooftops of non-residential buildings, operations may continue provided they occupy no more than half of the rooftop area. The remaining space must be kept clear to serve as an emergency refuge in case of fire or other emergencies.
Furthermore, buildings with rooftop establishments are required to have two access points to the rooftop that are free of any obstacles, ensuring safe and unimpeded access during emergencies.
These measures are part of a Standard Operating Procedure (SOP) issued by the department to regulate rooftop construction and usage in both residential and non-residential buildings. The SOP also aligns with earlier guidelines set by the Kolkata Municipal Corporation (KMC).
In a related development, rooftop restaurants that had been closed since May 2, 2025, due to safety concerns, are now permitted to reopen ahead of the Durga Puja festival. However, establishments located in heritage-listed buildings must obtain clearance from the heritage conservation committee and approval from civic authorities before utilizing their rooftops for food or beverage services.
